The planning consent (PA/2011/0334) was granted on the 16th June 2011 giving consent to replace an extant planning permission (PA/2006/0577) granted on appeal on the 31/03/08 to erect a non-food retail warehouse unit with associated car parking on land north of Gala Bingo, Winterton Road, Scunthorpe.

APPEAL DECISION
I allow the appeal and grant planning permission for a non-food retail warehouse on land at Winterton, Scunthorpe, in accordance with the terms of the application, ref.2006/0577, dated 11 April 2006, and drawings Nos. pr1345-L(20)01-A and pr1345-L(20)03 submitted with it, subject to the conditions set out in the schedule attached to this decision, dated 31st March 2008.

SCHEDULE OF CONDITIONS
Development shall not begin until details have been submitted to and approved in writing by the local planning authority for the provision of a right-turn holding lane on the south-east site of Winterton Road between the site and the roundabout junction with Brigg Road to the south-west. The development shall not be brought into use until both have been provided in accordance with the approved details.

DEVELOPMENT SHALL NOT BEGIN UNTIL:
A) A strategy for investigating contamination present on the site has been submitted to and approved in writing by the local planning authority;
B) An investigation has been carried out in accordance with the approved strategy;
C) A written report, detailing the findings of the investigation, assessing the risk posed to receptors by contamination and proposing a remediation scheme, has been submitted to the approved in writing by the local planning authority;
D) Remediation work has been carried out in accordance with the approved remediation scheme;
E) Evidence has been submitted to the approved by the local planning authority verifying that the remediation work has been carried out in accordance with the approved scheme.

Development shall not begin until details of surface water drainage works have been submitted to and approved in writing by the local planning authority. The works shall be carried out in accordance with approved details before the development is first brought into use.

No development shall take place until full details of both hard and soft landscape works have been submitted to and approved in writing by the local approved details to a programme first agreed in writing with the local planning authority. Any trees or plants which, within a period of five years from the completion of the development, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the local planning authority gives written approval to any variation.
