GENERAL
The land extends to approx 1.173 hectares (2.9 acres) and lies in an attractive semi-rural setting close to Hardhorn Road, a quality residential area. The site has an existing access off Puddle House Lane, good road frontage to Fairfield Road and is accessible to Poulton facilities.

PLANNING
An application for Outline Planning Permission (app no 14/00429/OUTMAJ) for a Residential Development was been approved (all matters reserved) on 23/10/2014. A layout showing 14 dwellings was submitted with this Application.
We would bring your attention to the conditions and the Notes on the decision notice. The Planning position has some ambiguity.

Note 9 on the original planning approval states:
It is considered that the site should have a low density and scale in this location and it is suggested that the positioning and height of the dwellings are carefully considered on submission of a reserved matters application and typically the site may be suited to between 3 and 5 single storey dwellings.

This is not a planning condition as it has been included within the notes but it is an unusual commentary.

A subsequent Outline Planning application was submitted ref 15/08832/OUTMAJ for:
Outline application for residential development for up to 15 dwellings with access, siting and scale applied for (all other matters reserved) re-submission of 14/00429/OUTMAJ.
This was Refused on 07/01/2016.
The reasons for refusal in the second application included comment that the modest density was in appropriate (which appears to contradict Note 9 of the previous permission) and excessive scale and bulk and massing which appears to be a comment on design.

We would be open to discussion as to the way to progress the development of the site but would assume that the chosen purchaser would wish to progress a Reserved Matters application for a conventional density on the back of the existing outline permission.

Planning Designation Whilst the site is within an area designated as Open Countryside it has been identified as a potential allocation for Mixed Use within the Wyre BC Issues & Options Paper.

AFFORDABLE HOUSING
There is no affordable housing required under this planning permission as the site is located outside the town boundary therefore a Reserved Matters application may not attract any AH requirement.

A fresh application would be determined under the policies currently in place at the time of application. Parties must make their own enquiries with regard to policy.
