An increasingly rare opportunity to purchase an enclosed paddock with potential to build two family houses situated in a highly favoured residential area of Ripon, adjacent to Palace Road on the north western fringe of the City.
Planning Permission hasn’t been applied for but a Pre-Application enquiry under Paragraph 14 of the N P P F sets out that there is a “presumption in favour” of sustainable development. In this case the site is adjacent to the established settlement of Ripon and does not extend into protected or open countryside. The principle of the development could therefore be supported. The NPPF requires Councils to demonstrate a five year supply of housing land. At present the Council has a housing land supply of 5.1 years. This is a marginal figure and so all the proposals for development must be taken carefully and assessed against the relevant policies.
This pre planning application also goes on to say “In terms of the siting of the houses; they appear to sit well within their plots and would not have a detrimental impact on the amenity of the neighbouring residents. The access onto Palace Road would be acceptable although this has not been confirmed with the Highways Authority however, given the number of other driveways and accesses onto the road I cannot see this being a problem. The verge crossing would have to be up to highways standard and a licence will need to be obtained to do the works.
The site is in Gypsum Area C where there is the potential for local subsidence to occur. In such cases a ground stability report will be required prior to construction. This is not needed to validate an application but is something you should be aware of as it can have a major impact on the potential development if gypsum is found to be present.
