In summary, the Currie & Brown report (which incorporated a specialist structural engineers report) concluded:
- The cracks in the render do not warrant immediate concern, & are most probably due to ongoing thermal movement
- The Grand is a historic building, as with all such buildings, is & will be prone to continual movement.
- The incidence of leaks from 2012 onwards is mostly attributable to cracks in the render, primarily in the southern (sea facing) facade, & cracks are attributable to the settling down of the building following the fire & subsequent conversion works.
- The building will require ongoing planned maintenance, as all buildings do, this has been anticipated & budgeted for by the Management Company.
- Estimated budget to address the planned maintenance & repair items identified as requiring immediate attention is £92,500.
The aim is to receive tenders, place a contract & complete the works before the end of the calendar year. As the Receivers have established that the cost of the works is likely to be covered by Dunbar, Premier bond & the Management Company from current sinking fund reserves, it is not envisaged that new purchasers will be required to contribute to the cost of the current works. They will of course be bound by the terms of their new leases to pay a service charge, which will include a sinking fund element to plan for future planned maintenance.
