Planning has been granted for the redevelopment of a former concrete works site. Planning permission has been granted for the erection of 7 dwellings on a site of some 0.53 hectares. There are currently two existing industrial buildings which will need to be demolished. The proposed residential development is situated in a prominent location in Burntwood adjacent to Gentlrshaw Common.
Site - The application site is a previously developed (Brownfield) site. Adjoining existing residential development to the south on
Chorley Road. The landscaping to the north and east of the application site is generally that of the rural area interspersed with dwellings, areas of woodland and fields, bounded by hedges and trees.
The existing buildings on site have footprint of some 718 square metres. The remainder of the site is laid down as hardstanding
comprising some 4662 square metres. The proposed dwellings have a total footprint of some 709.6 square metres.
Layout - The development has been conceived to have the appearance of a model farm with a large farmhouse (Plot 1) and an estate workers dwelling (Plot 5) adjacent to the site entrance. The remainder of the dwellings have been laid out to have the appearance of barns so that the site takes the form of a new build barn conversion scheme. The buildings have been laid out so as to have open space around them. The car parking for the development is largely contained within a courtyard
formed at the centre of the site around which the proposed buildings are sited. A garage block is provided at the western end of the site over which is provided a single flat. Provision is made for five storage buildings in the south west corner of the site for storage of wheelie bins and other paraphernalia associated with the dwellings.
Scale - The proposed dwellings have eaves height ranging from 2.6 metres to 7 metres with ridge heights varying from 4.6 metres to 10.6 metres. The dwellings will be essentially of two-storey construction, although Plot 1 incorporates accommodation in the roofspace and is hence two and a half storey construction. The height of the proposed dwellings are typical of other dwellings in the locality.
External Appearance - Each of the proposed dwellings is of a bespoke design. The buildings have been designed to emulate a local agricultural style in keeping with the sites rural location. The proposed dwellings are to be constructed in red brick with pitched tiled roofs. All joinery will be softwood timber and will be painted. All rainwater goods will be cast iron.
Landscape - There are few significant landscape features within the application site. There is a group of three trees on the eastern boundary of the site which are to be retained and the row of existing trees along the southern boundary of the site to Chorley Road will similarly be retained. The landscaping scheme will assist in improving the overall appearance of the site and will assist in the assimilation of the development into its landscaping.
Access - The existing vehicular access is located in the south east corner of the site immediately to the north of Squirrels Hollow. The proposed access to the site is moved some 10 metres to the west. This allows for the better laying out of the application site.
Each of the proposed dwellings is provided with at least two car parking spaces.
Proposed Builld - The size of each of the proposed dwellings is substantial. Each of the dwellings is provided with a substantial private amenity area. The extent of new landscaping to be provided on the site will ensure that each of the private amenity areas is relatively secluded. The siting of the proposed dwellings relative to each other is such that there will be no significant overlooking between dwellings and overlooking of private amenity areas.
