Undeveloped land located at Achnaba adjacent to a shingle beach with views over Loch Etive

The site is identified as countryside around settlements in the adopted Argyll and Bute Local Plan and as countryside in the emerging Argyll and Bute Local Development Plan. It forms a gap between two areas otherwise defined as being within the settlement of North Connel. It is, therefore, a site with potential for residential development in relation to the current Local Plan and emerging Local Development Plan, although a recent application to secure planning permission in principle was unsuccessful due to the fact that Argyll and Bute Council concluded that it would lead to the coalescence of two settlement areas and so would be detrimental to the rural character of the area.

In order to improve the chances of success, there is a need to seek a re-designation of the site to settlement as part of the review of the Argyll and Bute Local Development Plan. The timetable for this review is, as yet, unknown, but is likely to commence later in 2015, or early 2016. There is considered to be a reasonable prospect that a re-designation to settlement will be forthcoming thereby improving the chances of success on a subsequent submission of a planning application.

It should be noted that the site is also defined as ancient woodland. This designation was not deemed significant in relation to the previous application, but may necessitate further studies being required, probably comprising a tree survey and potentially an ecological assessment.

The site is at risk from flooding from the adjoining burn. This has been considered in the context of a Flood Risk Assessment (FRA) and can be mitigated by raising the level of the site and associated alterations being undertaken to the existing road culvert.
