LOCATION
The Chuley Road site is located to the south of the centre of Ashburton. The area already contains a mix of business, light industrial, retail and residential properties.

Ashburton is located in the heart of South Devon and is situated within the Dartmoor National Park yet is still only 25 minutes´ drive from the South Devon Coast. It lies alongside the A38 almost equidistant between the cities of Plymouth and Exeter making it easily accessible from the Motorway network.

DESCRIPTION
THE CHULEY ROAD MASTERPLAN

A Masterplan for the whole site was commissioned by the Dartmoor National Park Authority (DNPA) and Teignbridge District Council.

The role of the masterplan was to outline the particular opportunities and constraints of the whole Chuley Road site, while setting a framework to guide future planning applications. It was to provide the means to deliver a positive change to Chuley Road, addressing current issues and balancing the aspirations of landowners and the wider community.


RAILWAY DEVELOPMENT

18 months into the project DNPA was approached to make significant changes to the Masterplan in order to bring the railway branch line back to the station at Chuley Road.  Although at the time the DNPA decided to continue with the Masterplan, but the threat of a legal challenge forced DNPA to withdraw the approved Masterplan.

As of 1st April 2016, following a meeting of DNPA members it was agreed to stop work on the Ashburton Masterplan.


PLANNING

The DNPA does not consider it reasonable to further delay planning applications on any part of the Masterplan site. Any applications which are submitted will be judged against the allocation in the local plan, which sets guideline for development of the site. 

The DNPA state that applicants will be encouraged to discuss proposals with the community in advance of submitting any application which will allow the community to have the opportunity to comment through a formal consultation period. Interested parties must take their own independent advice on this matter.

THE SITE

A post by the Chuley Road Masterplan Facebook Page names the site "DP5 - Hillside Plateaux".

It describes the proposed use of the site as: "This development parcel is designated as an area of housing, with public car parking. The area of public parking should be maximised, with affordable housing lower priority. A contribution to highway improvements will be expected. The design and layout of this area will have to respond carefully to its location adjacent to the dual carriageway. Housing design should also utilise the topography of the site".

The Masterplan suggests a development comprising of around 25 houses and 8 flats, as well as a public car park, although the final density will be subject to negotiations.

COMMUNITY INFRASTRUCTURE LEVY (CIL) / SECTION 106

We understand Dartmoor National Park has not yet published any CIL policy. Therefore, any planning consent will no doubt be subject to a section 106 agreement.

Please note however that the planning authority are minded of the benefit of the potential transfer of land to create a car park on part of the site. No doubt this will be able to be used in the negotiations.
