Tower Windmill was originally constructed in 1811 and was part of a pair collectively known as The Clavering Mills. This was the north mill and there is also a south mill. They were used to mill corn from the local area and the majority of the original internal machinery is still in situ and this would need to remain as a condition of the planning permission. There were once large sails on the towers but these were removed in the early part of the twentieth century. In the 1950's, the original cap was removed and replaced with a zinc cap.

Initially, the main aim was to repair and protect the integrity of the building.
