Location

Chesterfield is an attractive market town in Derbyshire, home to the famous Crooked Spire Church and located on the eastern edge of the Peak District National Park, close to Chatsworth House. It lies circa 10 miles to the south of Sheffield and 24 miles north of Derby. The River Rother and Chesterfield Canal run through the town. Its population in 2011 was recorded at circa 103,800, making it the largest town in Derbyshire.

Chesterfield train station is located on the Midland Main Line train line, offering direct links to major town and cities across the UK, including London, Birmingham, Manchester, Leeds, Liverpool, Sheffield, Nottingham and Derby. The town is located on the A61 with access to and from the M1 via junctions 29, 29A and 30 and the Peak District via the A619.

East Midlands and Doncaster Sheffield Airports are located circa 35 miles to the south and north east of Chesterfield respectively, with Manchester circa 45 miles to the west.

Description

Two parcels of land with outline planning permission for residential development as shown edged red on the plans below and extending to circa 2.25 acres (0.91 ha) in total. The land between these two parcels comprises four recently constructed houses (146 to 152 Hady Lane), as well as land to be retained by the vendor to the west of these. 146 to 152 Hady Lane were all recently constructed, with sales of 146 and 148 Hady Lane (5 bed detached) achieving 350,000 in March 2007 and 297,500 in September 2011 respectively. 150 Hady Lane (5 bed detached) is currently on the market for 375,000 and the vendor's intention is to move to 152 Hady Lane.

The land occupies an attractive semi-rural location with mature trees and hedgerows along the site boundaries. To the south and west of the land is Hady plantation, with Hady Primary School (Ofsted rated Good) and playing fields to the north. Immediately to the east is Hady Lane, beyond which is existing residential housing. Wheeldon Homes' recently completed 'Steeple Grange' development of thirty-eight 3 and 4 bedroom family homes is located circa 0.5 mile to the south west off Spital Lane.

The land is well connected to the surrounding areas via Hady Lane immediately to the east, which offers good access to the M1, via junctions 29 and 29A, as well as to Chesterfield town centre (circa 1 mile to west) and Chesterfield Royal Hospital (less than 1 mile to the north). There are also public footpaths to the south (through Hady plantation) and north both offering further access routes towards Chesterfield town centre to the west.

There are 4 primary, junior and secondary schools rated good or outstanding by Ofsted within 1 mile of the land in total. St Peter & St Paul Independent School for girls and boys up to 11 years old is also located circa 0.5 mile to the north, off the A632 Hady Hill.

Town Planning

The land was granted outline planning permission on 8 December 2015 for the development of up to 10 dwellings (ref. CHE/15/00594/OUT). This includes land to be retained by the vendor to the west and south of 146 to 152 Hady Lane which is allocated as Open Countryside in the Replacement Chesterfield Local Plan (2006), where new build development is restricted.

The outline planning permission is subject to 24 planning conditions, including standard conditions relating to timescales for commencement of development and the submission for Council approval of the detail (reserved matters) of the proposed residential development of the land. There is no requirement for affordable housing, Community Infrastructure Levy or other planning obligations as part of this permission.

Based on discussions with Paul Staniforth at Chesterfield Council, it is understood that the Council does not currently have a 5 year supply of housing land and, whilst this remains the case, it considered that there is the potential to secure planning permission for a higher number of dwellings on the land.

Policy CS11 of the Chesterfield Core Strategy (2013) sets out that proposals for 15 or more dwellings, up to 30% affordable / special needs housing will normally be expected where there is evidence of need and subject to viability. A Community Infrastructure Levy of 50 per square metre will be charged by the Council for any new planning application for residential development (but not a reserved matters application pursuant to the outline), based on the net additional floor area (gross internal) proposed.

Method of Sale

Offers are invited by way of informal tender for the freehold interest of both parcels of land. Offers for either parcel in isolation or part thereof (e.g. self-build plots) will be considered. Unconditional offers and proposals that are subject to the grant of planning permission will be considered.

Any offers that are subject to conditions should state clearly the steps necessary to remove the conditions and the anticipated timescales for doing so. The quality and deliverability of development proposals for the site will be considered in reviewing offers received.

Prospective purchasers should confirm that they have read and taken account of the further information on the site and will also be required to provide financial evidence of their ability to complete the purchase.
