A grant of outline planning permission was obtained on appeal under reference number APP/Y1110/W/15/3005030 on the 27th April 2016 for a development comprising a 60 bed residential care home (0.41 ha - 1.01 acres) 47 assisted living apartments (0.51 ha - 1.26 acres) and 55 age restricted dwellings (2.20 ha - 5.44 acres).
A S106 agreement provides for Affordable Housing at a rate of 35% of the age restricted dwellings with any fraction of an Affordable unit paid as a financial sum. There are no other financial payments however Exeter City Council are a CIL authority with a chargeable rate of £80 psm (plus indexation) in respect of residential development (excluding social housing) however the assisted living and residential care home elements are charged at a nil rate.

The land is offered for sale by informal tender with a closing date of midday on Friday July 29th with tenders returned to the agent's marked "Informal tender - Topsham".
Prospective purchasers are invited to put forward offers for the whole property or any one or more of the three individual lots i.e. assisted living apartments, residential care home or age restricted housing as the vendor will actively consider a sale of the whole property to a single purchaser or splitting the sale into separate transactions. Bids for individual lots should be submitted on the basis that the developer of the age restricted housing will provide the main access road and surface water attenuation works.
