LOCATION
The application site is located to the north eastern edge of St Annes and lies adjacent to Queensway (B5261) and Blackpool Airport airfield to the north. The site extends to c. 4.6 hectares (11.5 acres) and consists of undeveloped land. To the immediate west is Queensway Industrial Area which comprises a mix of employment uses. The site on the opposite side of Queensway is subject to outline planning permission (LPA ref. 08/0058) for a large residential-led development comprising 1,150 dwellings. A new roundabout is to be constructed on Queensway with a dedicated spur into the site. A new Heyhouses bypass (part of the planned St Annes - M55 link road) is to be constructed as part of the proposed residential scheme. A first phase of 110 residential dwellings (LPA ref. 13/0257) with associated road infrastructure is presently
subject to an undetermined reserved matters application.
DESCRIPTION
The land provides a predominantly level development site which is available as a whole or in part. Alternatively consideration will be given to design and build opportunities.
PLANNING
The site is allocated for employment uses (Classes B1, B2 and B8) as an extension to Queensway Industrial Area under policy EMP1 of the Fylde Local Plan (adopted 1999). Policy seeks to retain allocated employment sites for such uses. A small area of land on the eastern part of the site is located within the designated Green Belt. The site is located within the
Blackpool Airport advisory zone (requirement to consult CAA and NATS). The site has historically (October 2005) been subject to outline planning permission (LPA ref. 5/02/0218 - now expired) for a business park. A separate planning permission (LPA ref. 5/01/0690) for a new roundabout to serve the site has also expired. The Council's Employment Land and Premises Study (August 2012), which is commissioned to inform the emerging (replacement) Fylde Local Plan, re-affirms that the site as a Class B employment development opportunity.
