Leeds City Council is offering for sale a brown field site at the former Eastmoor School within the desirable north Leeds suburb of Adel, approximately 5 miles north west of Leeds City Centre. The site is set within the woodland of Adel Beck featuring a Grade II listed reformatory building, a period chapel and cleared brownfield land considered most suitable for residential development. Adel is well placed for those wishing to commute into Leeds, Harrogate, Ilkley or Bradford.

SITE LOCATION AND DESCRIPTION

The 4.04 ha (9.98a) acre brownfield site is bounded by the new Adel Beck Secure Unit to the east, housing to the north, woodland to the west and housing and open space to the south. Access to the site is to be gained from East Moor Lane off of Sir George Martin Drive. The surrounding residential area of Adel is well established and sought after. The site is shown coloured blue on the location and site plans, and the aerial photographs which can be downloaded below.

The site originally formed part of the 19th Century Reformatory Complex which saw the development of the original Reformatory and Accommodation Buildings. Further development took place on the site with the creation of additional residential buildings and a new secure unit. The building history of the site can be tracked using the historical map data enclosed within the Technical Information Report which can be downloaded. Substantial demolition has taken place within the site which has resulted in the clearance of a number of these buildings.

Offered for sale is land suitable for development along with the original Reformatory Building and Chapel that were both Grade II listed in 2009. Development proposals should incorporate the renovation of the listed buildings alongside the new build element of the site.

Internal viewing of the listed buildings is prohibited on health and safety grounds. Indicative Floor Plans of the former reformatory are available within the sales brochure, which feature spot dimensions taken on site, for information purposes. The Gross External Area of the Chapel is approx 1,792 ft2.

PLANNING

The brownfield site and listed buildings offered for sale form part of a larger housing allocation identified in the city councils Site Allocation Plans. A Planning Statement with supporting background and technical information is available to download. The site is subject to two Tree Preservation Orders (No 15 2016 and No 25 2016), copies of each are available to download. The remaining part of the site will be subject to further survey work which may warrant the protection of additional trees. Interested parties should have regard to the trees and accommodate them with any development proposals.

ACCESS

The Street Registry plan highlights the extent of the adoption of East Moor Lane, the newly constructed access road and footway beyond the East Moor Lane adoption boundary has not been built to adoptable standards. Proposals must therefore make provision for either full reconstruction or an alternative road network within the site that meet the access requirements detailed within the Planning Statement. Vehicular and pedestrian access and egress to and from the two existing dwellings must be accommodated.

TENURE

The Council will dispose of its freehold in the site with vacant possession upon completion, (subject to rights granted to occupiers of two houses adjacent to the site, sub-station leases, and a right of access to the Adel Beck Unit).

The Council is inviting informal tenders and development proposals by 12 noon Friday 20th January 2017. Offers should be submitted on the official Offer Form which can be downloaded. This should be submitted in an unmarked envelope to the Council by the closing date. The offers should be accompanied by four copies of development proposals. The submission envelope should not be marked in any way that identifies the offeror.
