Torquay is a popular holiday resort town on the South Devon coast, approximately 23 miles south of Exeter and 4 miles north of Paignton. Beacon Cove is a small pebbled beach lying between a rocky headland to the west, formerly the site of the seawater spa, Coral Island Leisure Centre and now the Living Coasts wildlife attraction, and the coastal cliffs to the east dominated by the Imperial Hotel and Imperial Court. The Cove comprises a crescent of concrete steps and a level platform at the back of the beach. The subject site is at the eastern end of the Cove and is steeply sloping.
