The site is located on the western boundary of the village of Westfield in West Lothian with a population in the region of 750 (around 180
homes). Westfield has a range of local amenities
and Primary School and falls within the Linlithgow Academy catchment area.

The village is set within an attractive rural location and is situated along the River Avon and the Blackridge Height and Bathgate Hills Area of Great Landscape Value. Located 3.8 miles from the historic town of Bathgate and 2.7 miles from Armadale, both of which are serviced by regular trains to Edinburgh (eastwards) and Glasgow (westwards).

Geographically the village is also well situated for access to the major trunk road networks across central Scotland with access to the M8 at Bathgate (6 miles) and the M9 at Polmont (6.2 miles).

Description

The land is irregular in shape and extends to approximately 58.17 acres (23.54 ha) comprising agricultural land currently classified as countryside. The site is predominantly flat with a steady rise in level from north to south, with the sharpest gradient at the land to south west of the site. The land is currently demarcated by a post and wire fence with a thin tree belt on the southern boundary of the site.

Planning

The settlement of Westfield has an existing allocation for 550 houses (identified as constrained by “marketability” in the Housing Land Audit), part of which has been allocated since at least 2008. SESplan 2 SDP2 indicates that Local Authorities should “consider deallocating sites carried over from multiple plan cycles where action taken has proved ineffective in making them deliverable over a number of plans”.

The land has not been previously promoted through the West Lothian Local Development Plan (LDP) Review. The West Lothian LDP has been submitted to the Scottish Ministers for Examination, and is likely to be adopted Late 2016/Early 2017. Given the rolling review of the LDP the next opportunity to make representations to the LDP on this site is likely to be 2018.
