These are the cost the Landlord(s) has previously incurred in making sure the floor covering are as clean as they reasonable can be by being steam cleaned only. New carpets provided to you at the start of your initial tenancy will still need to be steam cleaned by you, at your cost, at the end of your tenancy, as they will no longer be treated, in law as new.
