Some properties with F or G ratings can be rented out, but landlords must have an official government exemption in place.<\/p>\n\n\n\n<p>The Labour government has confirmed its plans for all rental properties to have an EPC rating of at least a C, by 2030.<\/p>\n\n\n\n<h2 id=\"what-are-the-current-minimum-epc-requirements-for-landlords\" class=\"wp-block-heading\">What are the current minimum EPC requirements for landlords?&nbsp;<\/h2>\n\n\n\n<p>Since 2018, when the Minimum Energy Efficiency Standards (MEES) rules were introduced, the minimum EPC rating for a rental home has been set at E. <\/p>\n\n\n\n<h2 id=\"what-does-mees-stand-for-and-how-does-this-apply-to-landlords\" class=\"wp-block-heading\">What does MEES stand for and how does this apply to landlords?&nbsp;&nbsp;<\/h2>\n\n\n\n<p>The Minimum Energy Efficiency Standards (MEES) are a set of rules relating to rental homes. They were first introduced in England and Wales in 2015.&nbsp;<\/p>\n\n\n\n<p>In 2018, MEES made it illegal for private landlords to rent a property that has an EPC rating below E. You only need to renew an expired EPC when you plan to market the property for new tenants, or if you want to reflect improvements you\u2019ve made to a property that will result in an improved rating.&nbsp;<\/p>\n\n\n\n<h2 id=\"how-often-do-landlords-need-an-epc\" class=\"wp-block-heading\">How often do landlords need an EPC?&nbsp;<\/h2>\n\n\n\n<p>An EPC lasts for 10 years, no matter how many times the property is bought, sold or let.&nbsp;<\/p>\n\n\n\n<h2 id=\"can-landlords-be-fined-for-not-having-epc\" class=\"wp-block-heading\">Can landlords be fined for not having EPC?&nbsp;<\/h2>\n\n\n\n<p>Yes. Local authorities have the power to issue fines of \u00a3500 if you don\u2019t make a copy of the EPC available to your tenant, and up to \u00a35,000 for not having a valid EPC.<\/p>\n\n\n\n<h2 id=\"do-i-need-my-tenants-permission-before-arranging-an-epc-assessment\" class=\"wp-block-heading\">Do I need my tenant\u2019s permission before arranging an EPC assessment?&nbsp;<\/h2>\n\n\n\n<p>Yes, it\u2019s a legal requirement to give tenants at least 24 hours written notice before an EPC assessment.&nbsp;<\/p>\n\n\n\n<h2 id=\"are-my-tenants-entitled-to-a-copy-of-the-epc\" class=\"wp-block-heading\">Are my tenants entitled to a copy of the EPC?&nbsp;<\/h2>\n\n\n\n<p>Yes, it\u2019s a legal requirement for you to give a copy of the EPC to your tenants.&nbsp;<\/p>\n\n\n\n<h2 id=\"whats-the-average-cost-of-making-improvements-to-improve-an-epc-rating\" class=\"wp-block-heading\">What\u2019s the average cost of making improvements to improve an EPC rating?&nbsp;<\/h2>\n\n\n\n<p>It depends on the size of your rental property. The government estimates the average cost to landlords of making improvements to reach an EPC rating of C is around \u00a34,700. For larger, and older homes, this cost will be significantly higher.&nbsp;&nbsp;<\/p>\n\n\n\n<h2 id=\"what-will-happen-if-i-cant-afford-to-make-the-improvements-to-my-rental-homes-in-time\" class=\"wp-block-heading\">What will happen if I can\u2019t afford to make the improvements to my rental homes in time?&nbsp;<\/h2>\n\n\n\n<p>At the moment, if you make improvements that cost up to \u00a33,500 &#8211; and you still can\u2019t improve your property to the minimum rating of an E &#8211; you can register for an \u2018all improvements made\u2019 exemption.&nbsp;<\/p>\n\n\n\n<p>Further details on these exemptions and how to apply are <a href=\"https:\/\/www.gov.uk\/guidance\/domestic-private-rented-property-minimum-energy-efficiency-standard-landlord-guidance#registering-an-exemption\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.&nbsp;<\/p>\n\n\n\n<h2 id=\"what-financial-assistance-is-the-government-offering\" class=\"wp-block-heading\">What financial assistance is the government offering?&nbsp;<\/h2>\n\n\n\n<p>The government\u2019s Spring Statement in April 2022 announced a zero-rate of VAT on certain materials used for EPC rating improvements. This includes insulation, controls for heating and hot water supply, <a href=\"https:\/\/www.rightmove.co.uk\/guides\/energy-efficiency\/epc\/how-much-do-solar-panels-cost\/\">solar panels<\/a> and heat pumps.&nbsp;&nbsp;<\/p>\n\n\n\n<p>It\u2019s also worth checking if your local council offers any financial incentives for energy-efficient improvements.&nbsp;<\/p>\n\n\n\n<h2 id=\"what-are-the-epc-requirements-for-landlords-and-rented-homes-in-scotland\" class=\"wp-block-heading\">What are the EPC requirements for landlords and rented homes in Scotland?&nbsp;<\/h2>\n\n\n\n<p>Since March 2022, all privately rented homes in Scotland must have an EPC rating between A and E. And from April 2022, all <em>new<\/em> tenancies have required a rating of D or above.&nbsp;<\/p>\n\n\n\n<p>The Scottish Government has proposed new minimum energy efficiency standards for private landlords, which they&#8217;d be required to meet by 2028. Unlike in England and Wales, all historic buildings require an EPC before they\u2019re allowed to be rented out.&nbsp;<\/p>\n\n\n\n<p>The energy-efficiency regulations for private rental properties in Scotland can be found <a href=\"https:\/\/www.gov.scot\/publications\/business-regulatory-impact-assessment-bria-private-rented-sector-regulations\/#:~:text=Under%20these%20regulations%2C%20from%201,need%20to%20meet%20this%20standard.\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.&nbsp;<\/p>\n\n\n\n<p>And a list of EPC assessors in Scotland is <a href=\"https:\/\/www.scottishepcregister.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.&nbsp;<\/p>\n\n\n\n<p>In Scotland, as in England and Wales, EPCs last for 10 years. It\u2019s illegal to rent a property to a new tenant without one, incurring a minimum fine of \u00a3500. The Scottish government offers grants and interest-free loans to cover some energy-efficient home improvements. But there is no set minimum standard to be met.
