Introduction. 1.1 This Statement relates to the accompanying application for ?Pre app? advice on a proposal for a single dwelling house on land to the rear of the former Barclays Bank building at 48 High St Holywell. 1.2 48 High St stands in the Holywell Conservation Area. The former Barclays Bank building which fronts the High St is not Listed. The land to the rear, approximately 300 sq m, is currently tarmac surrounded by brick walls and used for car parking reached by an approx. 4.8 wide (16?) vehicle access from the High St shown below between the Listed Telephone Box and the bank building. Closure of the bank has removed the need for the car park.
2. Historical Context.

2.1 The land is surrounded by the boundaries of surrounding buildings including the Post Office to SE and the rear of Listed Grade II Panton Place to the NW. Development on the site will not be visible from the High St except though the vehicular access.
3. Application proposals.

3.1 Use. Parking for No 48; two car parking spaces are to be retained, plus one for a single house. A house of 96 sq m gross internal area over to floors is proposed in the south corner of the site abutting the blank rear wall of the Post Office building. The garden of approx. 78 sq m, marginally in excess of the required area (70 sq m), adjoins the rear/gardens of Panton Place. Access to the house is level. A single good quality house with garden will make a small contribution to the UDP aim for increased housing and contribute positively to the Conservation Area.
3.2 Construction.

The house would be brick built with slate roof and timber windows as shown on the attached drawings and sketch views. 3.3. Cycle parking and recycling storage will be provided within the curtilage. 3.4. Drainage. Foul and rainwater drainage to existing systems. Approx 50 sq m of tarmac is converted to garden improving run ?off storage. There is thus an effective decrease in building/hard surface area therefore a decrease in rainwater load is anticipated.
