The site is located in Leckhampton, a district in South Cheltenham, Gloucestershire. The site is situated close to the southern edge of the Cheltenham urban area, to the west of Leckhampton Road, opposite its junction with Old Bath Road. The site is located approximately 1.8 miles South of Cheltenham Town Centre.

Within walking distance of the site are local shops including a Co-Operative and an independent convenience store which are located off Leckhampton Road.

Cheltenham town boasts a retail presence of shops including: a pedestrianised high street which offers a diverse mix of both high street branded shops and restaurants; shopping centres including the Regent Arcade in the centre of town; a large Waitrose convenience store and a Tesco Superstore.

The surrounding area benefits from 20 primary schools and five secondary schools. The University of Gloucester is located within walking distance of the site.

There is a good local transport road network with the M5 being accessible via the A40 in approximately 10 minutes drive time away. Gloucester and Bristol are approximately 20 & 50 minutes drive time away respectively.

The site is made up of two parts - the eastern part is an area of undeveloped land with overgrown vegetation, shrubs and trees, fronting Leckhampton Road. It provides access, via a tired track, to the western part which is a disused concrete covered reservoir. The two parts of the site are dissected by a public footpath.
To the east, the site is bordered by Leckhampton Road, with housing beyond. To the north is an area of undeveloped land and a scout hut and new housing further to the north. To the west and south-west is open countryside. The site is bordered to the south by undeveloped land, with residential house and curtilage further south.
The site is accessed directly from Leckhampton Road.

Planning
On the Western parcel of land the existing structure and footprint of the reservoir remain intact and it is considered there are reasonable prospects for developing this "brownfield site" within the existing footprint, subject to obtaining the necessary planning consents.

The emerging CGT JCS appears to remove the reservoir site from the Green Belt; however it remains to be part of an AONB. Arguably the reservoir is an artificial feature within the landscape and therefore would raise questions as to whether the site should be released from the AONB.

The Eastern part of the site is undeveloped and is considered to be suitable for residential development, subject to obtaining the necessary planning consents. The site is unconstrained by Green belt or AONB designation and is formally shown within the PUA (Principal Urban Area).
