The property is surrounded by residential dwellings to its east and south (built in 2005 by Barratt Homes), a run of existing dwellings and Ousegate to the north (with the River Ouse beyond), and Cowie Drive to the west. Selby town centre is approximately 400m west providing an extensive range of retail and leisure facilities, including four supermarkets (Tesco, Morrisons, Aldi and Sainsbury's), 'Abbey Walk' shopping Centre' and Selby Abbey. In March 2024, £25.4M of funding was approved from the 'Transforming Cities Fund' for improvements to Selby Station and its surrounding area. £25.4m Transforming Cities Fund project will place Selby Rail Station at the heart of new housing and employment developments through cycling and walking routes to the town centre and housing sites. These improvements include providing the access to the station from the adjacent Cowie Drive, providing pedestrian and cycle access to the station from this access (and as a result from the Old Maltings). Work is due to commence in Winter 2024, completing in Winter 2026 (funding has been committed). Also, as part of these improvements Ousegate will be reconfigured and be a single way road west, further enhancing the surrounding environment.
TOWN PLANNING
The land is allocated for residential development in the draft Selby Local Plan (LP ref: SELB-CR), with an indicative yield of 14 units, including 5% affordable housing provision and the retention of the Old Maltings building. We believe the condition of the Old Maltings does not lend itself to being retained and converted.
An Outline planning application for residential development (TP ref: 2016/1293/OUTM) was refused in 2016, primarily on heritage grounds. Despite the Old Maltings building being de-listed the Officers Report highlights the need for a detailed Heritage Options Appraisal and Heritage to justify the demolition of the building as part of any redevelopment proposals).
The site falls within the Selby Town Conservation Area, with three Listed buildings within close proximity.
The land is located within Flood Zone 2.
