Rosehill Advisors is instructed by Aster Homes to sell a site with the benefit of a planning permission on the edge of Littlemoor near Weymouth. The site is located approximately 4 miles north of Weymouth town centre on the southeast edge of Littlemoor. Littlemoor itself is a suburb of Weymouth and sits between the neighbouring suburbs of Preston, Broadwey & Overcombe to the southeast. Weymouth Town Centre is easily accessible from the nearby bus or railway stops, by cycle, foot and car; offering all the conveniences of an urban settlement. Foot and cycle routes can be found on the bridleway heading west and south from the site, with dedicated cycle and footpath provision along Littlemoor Road. Upwey, the closest railway station is the last stop on the Southwestern Main Line between Weymouth and London Waterloo. It also offers direct routes to Bristol and Gloucester.
There is a local centre located on the western fringe of Littlemoor offering a post office, takeaways, doctors' surgery, news agent and some retail. The site is located within walking distance to local amenities as well as within easy reach of superstores, parks, schools, wildlife reserve and a wide selection of leisure activities including the beach at Overcombe.
Situation:
The site is located immediately to the south and southeast of an established residential area of Primula Close and Honeysuckle Close on the edge of Littlemoor. New housing developments are also currently being built out on land abutting the site namely; Gentian Way (Destiny Fields) to the north-east and Lodmoor Sands to the west of the site. The proposed vehicular access into the site is directly from Louviers Road with a secondary access and connection through to the Gentian Way development. There is also potential for pedestrian connections to the Lodmoor Sands development.
The site itself is former pastureland and is partially enclosed with field boundaries along the west and northern edges. There is also a field boundary running north to south in the middle of the site. The site has a significant rise from around 26.0m AOD along the northern boundary rising to 40,0m AOD along the southern boundary. From the highest point on the southern boundary the site has views over Littlemoor and onto the surrounding countryside including Wyke Oliver Hill.
Planning:
The site has the benefit of a planning permission ref P/FUL/2021/01697 for the "Erection of 65.no (Use Class C3) dwellings, formation of accesses, landscaping and associated infrastructure and works." The permission was granted on 2nd March 2023. The vendor has discharged a number of pre-commencement conditions which means that the current planning permission remains live and capable of being delivered.
The original plan did not make an allowance for the high and medium pressure gas pipelines that run across the site. An adjusted plan has been prepared that provides for the development exclusion zones around the pipelines. When providing a revised site plan, this needs to reflect the easement zones for both medium and high-pressure gas mains being fenced off to prevent access for the duration of construction works. These zones will restrict movements around the site logistically and any access or works within these zones will need to be supervised by SGN and heavily restricted in terms of plant / machinery use. The only areas which will be usable to cross the easements will be where the roads currently NE of the site and SW of the site. The revised plan suggests a reduction in the number of units to 58. The plan for which is provided in the Document Library.
However, in order to deliver a scheme of around 58 units it requires third party land to accommodate a surface water drainage pond. Our client's engineers have specified this requirement to be a 1,000 sqm drainage basin, with a 2m access track. The plan can be found in the Document Library. It is our understanding that the neighbouring land has promoted in the past and the likelihood is that any development will need to be accessed across the subject site, as well as from the Littlemoor Road. Our client has been in touch with the neighbouring landowner's agent but no agreement is in place on collaboration or an agreement to drain across their land. If an agreement was not reached the development would have to reduce in size to a scheme of around 34 units, to accommodate the drainage pond onsite.
Therefore, for the purposes of this sale we are inviting offers for the reduced scheme with a requirement to provide overage or a clawback payment should an agreement be reached and more units delivered.
