Office uptake in 2025 was slow in Wales, but well-located, prime stock is still attractive to occupiers and investors alike. We highlight some of the most attractive spaces currently on the market.
The office market in Wales is showing cautious recovery in 2025 but also clear polarisation: strong demand for high-quality, refurbished city centre space, while older, secondary stock faces rising vacancy and repurposing pressure. According to Rightmove’s Commercial Insights Tracker, overall office demand in Wales was up 16%, in Q3 of this year compared to the same period in 2024.
Knight Frank’s UK Cities review highlights that new and Grade A space accounted for a growing share of take-up across regional markets in H1 2025, underlining tenant preference for modern, amenity-rich buildings.
In Cardiff — Wales’s dominant office market — it’s been subdued so far this year. Savills recorded that Cardiff’s first-half 2025 take-up was around 133,843 sq ft across 34 transactions and that overall availability rose to about 1.3m sq ft by the end of Q2.
JLL agreed that leasing activity started slowly in the first half of 2025, noting “the leasing market witnessed a slow start to 2025 with just 30,000 sq ft let,” reflecting the absence of large deals and a market waiting for a few transformational lettings to reset momentum.
Savills recently released third quarter statistics provide some comfort. Uptake in Cardiff during Q3 totalled 53,389 sq ft, which was 34% higher than the previous quarter and was achieved through 18 transactions. However, it should be noted that take-up in Q1–Q3 totalled 187,232 sq ft, which was still down on the long-term averages.
Rents and investor attention are similarly divided. Prime, well-specified buildings in Cardiff are seeing rental resilience and continued investor interest, while secondary offices face pressure from higher refurbishment costs and weaker demand — a dynamic Knight Frank describes as widening “market polarisation.”
In the medium term, expect demand to concentrate on high-quality, net-zero capable offices that support hybrid working, while landlords of older stock will need refurbishment, repurposing or discounted pricing to compete.
