Location
The site is located to the west of Reigate Road, Hookwood, within Mole Valley District in Surrey, directly adjacent to the existing settlement of Hookwood and immediately north of Gatwick Business Park.
The site forms part of the strategic allocation identified as Policy DS41 within the adopted Mole Valley Local Plan 2020–2039.
A Public Right of Way (Route 342) runs east-west along the southern boundary of the site, providing a direct pedestrian connection between the development and Hookwood.
The surrounding area comprises a mixture of residential development, agricultural land, mature woodland and hedgerows. The site is bordered by existing residential development to the east, agricultural land to the west and south, and Hookwood Common Brook along the northern boundary.
The wider area is identified for significant residential-led growth within the adopted Local Plan, with nearby allocations including Land at Povey Cross Farm (Policy DS42), Land south of Kennel Lane (Policy DS44), and Land adjacent to Three Acres (Policy DS43).
The proposed development includes new pedestrian connections, public open space, allotments, play areas and community infrastructure, creating an integrated and accessible new neighbourhood.
Planning
Outline planning permission was granted at appeal on 18 July 2024 under reference APP/C3620/W/24/3336607 for:
“Outline application with all matters reserved except means of access for residential development of up to 446 dwellings (Use Class C3), community building(s) up to 1,500sqm (Use Class E and/or F), gypsy and traveller pitches up to 0.2ha, public open space, landscaping, surface water drainage and all associated infrastructure.”
A Reserved Matters application has subsequently been submitted for the residential development, public open space, landscaping and associated infrastructure.
The community building(s) will be delivered under a separate Reserved Matters application in accordance with the approved outline planning permission and associated Section 106 Agreement.
The planning framework allows flexibility for a range of potential Class E and/or F uses, subject to Reserved Matters approval.
