Local Eligibility Criteria

To be considered a ‘Qualifying Person’, buyers must be approved by the Council as being in need of affordable housing and unable to purchase at full market value. Priority will be given to those with a strong local connection to the Parish of Leigh, demonstrated by one of the following:

1. Has lived in the Parish of Leigh by choice for a certain time (for six months out of the last twelve months or for three years out of the last five years); or

2. Has close family living in the Parish of Leigh, who have been permanently resident for at least the previous five years (close family is specifically mother, father, brother, sister, adult son or adult daughter); or

3. Has permanent paid employment in the Parish of Leigh; or

4. Has a local connection to the Parish of Leigh as a result of special circumstances (subject to the approval by the Head of Housing Services).

If no applicants satisfy the primary local eligibility criteria within the specified residency or connection periods, these local requirements will be waived and only the national eligibility criteria will apply.
